About Us

Introduction

CHANGE New Zealand is a new political organisation, having a futuristic vision of a much better New Zealand, for 75% of the population, also the future prosperity of the country, with many new, fresh, sensible, and fair policies and initiatives, as well as trying to reduce bureaucracy. New Zealand needs “change”, and that is exactly what we need to do “Just With Your Vote”.


Many of our policies and initiatives address past and present inequity, with plenty of evidence to show the wealthiest are not paying their fair share of tax. Thus giving a solid evidence-base for future laws and tax policies, regarding unfairness of a tax system, that taxes wage-earners at a significantly higher rate than the wealthy.

About

My cancer came back, October 2025, stage 4, so realising I may not be around in 6 months, I decided to do something amazing, set up a new political party (for others to take over) representing the poorer 75% of the population "that want change", and the future prosperity of NZ. So our website "changenewzealand.org" detailing policies etc, being straight-up with voters, well in advance of the election, as of 1st April 2026.


We only have 2 months to get 500 paid up members, $1, in order to achieve party status and broadcasting allocation, so seek your support regarding members/donations.


Right now, we seek trustworthy, volunteer representatives using our "manual 50 members packs" with adhesive logos to see out new members, and meet lots of people!!!


This is a great opportunity for those interested in political matters, that largely like our policy's to join us, electoral candidates and potential ministers/leaders to contact us.

Party Policy

  1. “Fair Tax Distribution Policy”.
    We could stay with the existing progressive tax system with some new taxes and rate changes. Such as Capital Gain Tax, Inheritence Tax, Bach, 2nd or more homes tax. (rates based) Trusts/Beneficiaries tax with additional tax collected, lowering the effective tax rates of the 75%, middle and low income earners.
  2. We could change to a “flat rate tax system” such as 28-30% tax, applying to all taxes seems very fair and simple, especially if GST is eliminated, avoiding much bureaucracy, work and costs, improving overall efficiencies, while helping the economy be more efficient, effective and profitable. Low earners that may be compromised, may get a new social minimum income, allowance, automatically with IRD/MSD cooperation.


  1. This does not apply to your primary residence or  farm, or first section, or small family business up to $5m in value.
  2. It applies to baches and second or more homes or apartments, 2nd or more farms or orchards, land (property investors, developers) Larger businesses over $5m in value.
  3. Other valuable property over $1m in value, shares, bonds, cryptocurrency, when sold.


  1. This does not apply to “estates” of up to $1m, or where the estate beneficiaries are family, up to $2m.


  1. This does not apply to your primary residence, or farm, or first section, or small businesses, (The latter up to $5m in value.)
  2. This low “clawback tax” applies to batches second or more homes or apartments, or second or more farms, or orchards, land, especially land owned by (investors/property developers.)
  3. This tax is rates based paid annually, to be administered by local councils. As farms usually have relatively low rates, they will pay a higher rate of 3 times the rates, where all others will pay double the rates.
  4. The Bach Tax can largely be avoided by renting for much of the year, to the homeless or others. See “Homeless Crisis”.


  1. This is a new Trust and Trust Beneficiaries Tax. The tax applies to the property, land and assets, “net worth” as held in a trust and paid annually by the trustee.
  2. There will be additional IRD investigations teams, regarding trusts, transfers and tax avoidance.


  1. Means Tested, $180K income / Net Worth $4m
  2. Taxable income over $180K — no super.
  3. If the sellor of a trust, with a net worth over $4m — no super.
  4. Or if you have over $180k in the bank, as in shares or crypto — no super.


  1. Many hospitals are very expensive in terms of both capital and running costs. So it is just common sense “to make more efficient use of existing facilities” by offering an evening shift, 4pm to midnight, operated by additional staff highly skilled specialists, doctors and nurses.
  2. Our new fast track immigration policy is further detailed below.
  3. Our hospitals are also short staffed with stressed staff working excessive hours, also with a long backlog of patients experiencing long wait times, and regionally, with poorer health outcomes then those living in cities.
  4. For approved medical specialists, fast-track, NZ medical council-registration, and issue of an IRD number with a special tax code, as approved individuals will have tax free earnings for the first year, to help with moving and settlement costs. Immediate family members are included. Following New Zealand registration, bypassing permanent residence and New Zealand citizenship wait time of 5 years, a New Zealand passport will be issued to the applicant and family members.
  5. The provision is that  you stay in New Zealand for 3years, (6 weeks overseas holiday OK) and you must do at least 6 months per year, on evening shift or A&E.  
     
  6. We also plan to merge public and private health facilities, with government support. Regarding poorer health outcomes of those in the regions, larger regional doctors are encouraged to expand, initially limited A&E services, with support from visiting specialists and government support.
  7. Semi-retired specialists living locally are also encouraged to become involved.


  1. House prices / rents have increased by about 45% in the last 5 years. Driven by property investors seeking tax-free earnings as we have no capital gains tax or inheritance tax.
  2. Our policies change that tax loophole, as well as encourage such investors, to become more involved in shares, in companies, creating jobs and export earnings.
  3. Banks and supermarkets excessive profits are thought to be a major contributor to cost of living so we are considering “a monopolies tax”. Also more private finance options and town markets competition by increasing the range of products allowed.
  4. We will also be considering what can be done about supermarkets, supplier contracts. And fresh produce auctions, practices, that favour the big-buyer supermarkets, rather than the growers best-interests.


  1. This is to create more supermarket competition, by extending the range of products, such as meat, fish and shellfish, fresh fruit/vegetables, canned, dried, foods. “All the basic needs products”.
  2. This is also a contingency, in the event of a local emergency, or communication breakdown affecting banking transactions.


  1. This is a new policy, rather than waiting 3 years for a divorce. It will change to 25 weeks (175 days) so a “honey-moon tourist” or couple can come to New Zealand on a special immigration status for 6 months. Upon arrival they file for divorce with the births, deaths and marriages department of the Ministry of Justice (often local courthouse)
  2. In 175 days the divorced is finalized leaving 1 week to get married if so wish, all within the “honey-moon visitor visa” encouraging tourism.
  3. This also enables people to move on from marriage break-ups encouraging more stable marriages.


  1. a)  To locally collect fish / shellfish / crayfish / crab / watercress / wild meat, pork, venison, rabbit, pheasant, and eels, watercress.
  2. b)  To sell locally in the regions, fresh / smoked / cooked / marinated above produce:

  •  i.  At the roadside.
  •  ii.  As raffles in pubs that allow such.
  •  iii.  At marae, along with traditional hangi cultural festivals, for local / tourism events.
  •  iv.  A licence is needed for the local area that will have an IRD number as these are expected to be cash businesses, a 10% tax on weekly sales is to be paid to IRD.
  •  v.  If there are food health or hygiene problems, the licence will be immediately revoked and possible charges laid.
  •  vi.  Similar to the above, both Maori and other hunters of wild pork, venison, duck, pheasant, rabbit, may do similar with the aim of supporting tourism.


  1. Major roading projects and other contracts, reviews.


  • a.  The cost / benefit of major roading projects, and disruption, like the Tauranga to Waihi project, will be more carefully considered, with likely less major roading projects and more emphasis on maintenance and small projects especially in the regions.
  • b.  A review of WOF testing, with autonomous garage reporting system, allowing for example the best of 3 independent checks or quotes to be used.
  • c.  65 plus drivers, no elderly eyesight health checks if don’t exceed 70kmph or with a health check drive as normal. Not only does this give our elderly considerable freedom, especially in the regions, where there is little or no public transport. But also frees up our doctors and waiting times for more important health issues. You will also be required to display a “Senior Driver” sign. In the case of an incident/accident then police can direct a “driver health check”


  1.  All MSD offices are to close, saving office rental costs, much reduced staff levels, with the remainder working from home, and no security guards. These savings as well as other “change policies” will help with increased benefits for the unemployed and others to lift them up to a socially acceptable level minimum wage however this may drop as many of our policies affect the cost of living, and rents, with property prices expected to drop to a realistic rather than inflationary investor levels.
  2. We have also seen the reserve bank, increase banks guarantees to 20%, and Adrian Orr’s resignation, I wonder why! So rents may drop too.
  3. MSD’s Role will change, to a management and supervisory role, providing local and regional work programs for “government employees” and local job listings hopefully better than the minimum wage. Our policies with time will help further. There is plenty of work to be done so rather than drinking, drugs, theft, fraud, burglary, you now have a chance “to change all that” and hope for a better future. As a government employee you are expected to work to get paid this includes other health/disability beneficiaries doing suitable work. Or else get cut-off, bluntly, “the government is not your mother”. Change advice is, adapt to change and fast. You need to live on the minimum wage with little or no additional benefits.
  4. Our new “housing corporation”  will assist with emergency housing or advice regarding free DOC campsites pass. Also see our Supplementary Incomes Scheme, this is particularly aimed at solo-mums with kids at primary, the supplementary-income support scheme creates work opportunities for many.
  5. Also consider registering as a homeless person with our new “housing corporation” with no fines for freedom camping and additional support. There is change coming for a better New Zealand. 


  1. ACC are also to be reviewed especially regarding reserved liability funds, investments, being used by government, secured by government, to ease our overseas borrowings/interests.


  1.  The homeless crisis is reality, and also a lie. There are tens of thousands of largely empty homes in New Zealand, baches, apartments, and investment homes. Government policies suggest we need to build more homes, CHANGE disagrees. We think, “we need to make better use of available resources”. And this is our policy to greatly ease homelessness rapidly, and at little costs to government needing more council houses. So if bach etc. owners rent them, for various periods, they can avoid the full bach tax, i.e 9 months rental 75% bach tax saving. Owners may consider becoming the bank for worthy tenants holding a first mortgage and long-term income source.
  2. Kainga Ora and tenancy services are to merge and become “Housing New Zealand” also taking responsibility for emergency / housing placement of MSD.
  3. Our further emergency housing solution is the free-use of DOC camp sites especially for the homeless.
  4. Housing New Zealand, “First Home Scheme”, offers a first mortgage, via Kiwibank, to those that have saved for, or largely paid for, a section / land that can be used as collateral by the bank, to provide the home mortgage, to buy/build a first home. 


  1. About 1/3 of New Zealand land is controlled by DOC, and their policies. However, this land belongs to all of us Kiwis, and we are all entitled to “public access and enjoyment” of our National Parks, coastal areas, marine reserves and off-shore islands
  2. DOC’s policies and work seem to be mostly interested in forest and bird interest, and this is not surprising to me. At the Forest Research Institute (FRI) around 1986 when DOC and the ministry of forestry were formed, the latter controlling the exotic plantations (pine etc.) at DOCs first conference a major strategy was to influence governments policies and support via Green voters, furthermore many of the new positions were filled by Forest & Bird members, while many “forest service ranger” lost their jobs. So DOCs present policies reflect that and are not surprising.

    Protecting bird habits, like dotterel, restricting beach access and enjoyment. And offshore islands, as bird and other native species protection areas, with little to no public access. For DOC staff enjoyment only, with costly controversial programs, like 1080 and Kaimanawa Wild Horses culls.
  3. DOCs, little or no support for hunting and fishing interests, rather eradication of so called pests, like deer, wild pigs, goats, rabbits, etc. and also for abundance of trout and salmon in our rivers and lakes could be much better supported. These areas are of much interest to hunting and fishing types, including tourists, as well as food. Rather than costly 1080, possum hunter permits create jobs and a fur trade.
  4. We also think there should be more remote helipads and huts, and tracks/great walks for hunting, fishing and tourism access, as well as fire or accident contingency.
  5. So 1/3 of New Zealand land is controlled by DOC, much of this is not of significant national park status, i.e indigenous forest, wetlands, coastal areas, marine reserves, and off-shore islands. In the 1930s huge areas were planted in radiata pine which created a huge timber industry and many jobs, which not so long ago was our third largest export earner.
  6. Our policy is, “not of significant DOC land” may be 1/3, be identified and managed by the “NZ Forest Service” in a new initiative considering the world shortage of special purpose species and indigenous species, plantation forests to be established. These plantations to include exotic as well as indigenous species such as Kauri, Totara, Rimu, Matai, Manuka, etc. and Douglas Fir, Cedar, Eucalyptus, Macrocarpa, Lawsons, Cyprus, Walnut, Chestnut, many of these species not needing “preservation treatment chemicals”, there would also be radiata especially grown close for post and poles, and pulp markets. Our vision is that in the future, these plantations will create a furniture industry in New Zealand as well as high-value export timber, rather than log exports.
  7. Public access and enjoyment of our national parks, marine protection areas, and off-shore islands are all to be increased. There will be many more freedom and camping areas created on DOC and New Zealand Forest Service land, especially where the present DOC campaign restriction of 200m from the nearest vehicle access point, or beach high-water-mark, rules apply. We all know the risks of leaving a vehicle unattended. This rule is to be reviewed.  
  8. As part of our supplementary income scheme, jobseekers and pensioners, will help in identifying and developing many more new camping sites on DOC and New Zealand forest service land as well as council controlled areas.

    DOC CAMPSITE PASSES
  9. DOC Campsite passes will be free to registered homeless or jobseekers or others registered with the new Housing NZ. The present 12 month campsite pass at $295 is considered excessive, especially considering that is for 1 person and vehicle with extra for additional persons, so campsite passes pricing is to be reviewed as well as management of such. There will be a new family pass as well as 12, 6, 3, 1, month or daily passes at new pricing. Site still need to be booked prior to arrival.
  10. More DOC tracks and great walks are to be established, especially using our supplementary income scheme involving job-seekers and pensioners, rather than highly paid DOC staff. Similarly, for Kauri die-back bird-watching and counting etc.


  1. There is to be a “P Crackdown”, and tougher sentences for manufacturers and suppliers. There will also be a dob-in bounty issued by police while informants have anonymity. P causes many huge and concerning problems both for society, families, the police and jail costs, let alone the affected individuals personal lives.
  2. In contrast, cannabis causes much less problems, other than illicit trading and police time. Hence, CHANGE supports legalize cannabis as a policy, freeing up police to put more resources into burglary theft and fraud. So we may see pubs, cafes, having separate cannabis areas.
  3. Local police stations are to be contactable 24 Hours. Also with a red button / intercom message system for on-duty officers.
  4. With the new no coverage satellite text available, you can still receive and send texts by satellite. This is to be enabled for 111 and 105 texts without prior registering the phone. 


  1. We intend to wipe all existing student loans and on-going review how this is to be financed in the future. 


  1. We propose to have a national referendum regarding: 

  • Should New Zealand Become A Republic
  • Should New Zealand Become A Neutral Country

Party Rules

Members must adhere to the following party rules

  • The party rules apply to members, electoral candidates and party leaders.
  • Members must have completed a membership form and membership fee. 
  • A person cannot be a member, if he or she is a current member of another political party.
  • Members must largely agree with the types of policies the party represents. 
  • Membership may be terminated if they join another political organisation or party whose views and policies are not in the best interest of the party.
  • Party policies are largely set by cabinet members and may be discussed/disputed by other members. 
  • Members can join monthly meetings or annual conference by teleconference or online. 
  • Conflict of interest regarding policies / personal interests of electoral candidates or party leaders must be disclosed. 
  • Our members / candidates are free to disagree with party policies and vote accordingly unlike other parties following the party line.
  • We aim to have equal male/female candidates / ministers / leaders.
  • We also aim to have age / ethnic population representation, however we support more energetic, younger, electoral candidates, ministers and leaders.
